Majesty's Government was and presumably is anxious to secure
the fulfilment of the guarantee by the only possible means: and as this is the only Colony affected it may be in your power to secure this very necessary privilege without the reopening of the whole question by His Excellency's refusal
to grant an order of extradition.

The Governor cannot consent to hand over
even a Chinese pirate to torture, for in doing so this Government would actively participate the proceedings from which every nation in Europe recoils. If you could secure this privilege, His Excellency ventures to think that you will hereafter look back upon your diplomatic victory with
lively satisfaction.
