In reply to your letter of the 8th.
instant, I am directed to enquire whether, in the event of
extradition being granted, an undertaking will be given
by the Chinese Authorities that Liao u will not be subjecte
to torture, and whether an official delegated by you will
be permitted to attend at the trial of the accused to satis-
fy himself that he has not been so tortured.
