Mr. Duggan having been retired on pension,
I have the honour to apply for the post of Secretary, and in
support of my application to point out that I have acted as
Secretary for thirteen months, I have passed my Final Bar
Examination, and have sufficient knowledge of Chinese Collo-
quial to check interpretation and do without an Interpreter
on ordinary occasions. The two attached letters show that the
Board has on three previous occasions recommended me for the
post.
In making this application I beg to draw
attention to the salary now paid to the Secretary with an
earnest hope that the Board will in view of the following
reasons be able to recommend an increased salary to be in-
serted in the Estimates for 1902.
1. The Secretary did not participate in the
General Increase granted in 1899.
I may add that the Secreta-

for an increase, The result of this is that as my salary as a senior Assistant Master in Queen's College has been raised
by $50 and His Excellency the Governor allows the Masters to
do private work in the afternoon (Messrs. Dealy and Grant are
engaged
