such land is required for commercial purposes. Once the restric
tion is removed, the War Department cannot seek to make a bar-
gain out of land in which its right has determined.
10. I shall be glad therefore to receive your
instructions on the following points:-
(a) Whether the conclusions arrived at in para-
graphs 3 and 4 of this despatch are approved by you:
(b) Whether lands no longer required for Mili-
tary Reserve purposes come within the scope of the Mar-
quis of Ripon's Circular despatch of the 30th. December,
1894;
(c) Whether, apart from the question of the va-
lue of present Military Reserve Lands, I may refuse to en-
tertain any proposal from the Military Authorities which
either involves the exchange of such lands for fresh land
sought to be acquired by the Military Authorities or im-
poses conditions of transfer.
11. For the purpose of easier reference, I en-
close a marked copy of the Joint Report alluded to in this
despatch.
