My attention has recently been drawn to

the fact that under the Police Pension Rules in force in

Singapore the value of free quarters is considered as part of

the salary for the purpose of computing pensions. The rule

reads as follows.-

*III. In calculating any pension, account will be

taken of any allowances in lieu of rations (exclusive of

those drawn by wives and children) or other advantages,

such as free quarters, but not of the value of uniform

clothing."

I am informed that in practice 1/6

of a man's salary is added on for the value of free quarters, a practice which would be in conformity with Rule II (2) of the Civil Pension Kinute, as I have no doubt that in Singapore as in this Colony, the actual value of the quarters is more than 1/6 of the salaries. Hitherto in computing Police Pensions in this Colony no allowance has been made in respect of the value of free quarters while in other respects our Rules are practicsily identical with those of Singapore, With the com- paratively high salaries on which our men usually retire we
