current at the proposed dock entrance that must make the
docking of large Ships difficult and may make it dange-
rous, and a grievous injury inflicted upon the Colony
by preventing the expansion and improvment of the Town
of Victoria, preventing the junction of the Eastern and
Western portions by a continuous praya, and appropriat-
ing some of its most valuable land.
I have consulted with the Honourable
Mr. Chater upon this matter, and he has prepared a let-
ter upon the subject that I have the honour to attack.
I have examined the proposal with him, going over the
ground, and I am satisfied that it is feasible. The pre-

sent arrangement will leave the Naval Authorities, when
the reclamation is complate, 960, 200 Square Feet, I pro-
pose that they shall take in exchange an area of 5,311,992
Square Feet, They have at present space for and a tidal basin of 91 Acres. I propose instead room
for three graving docks, and a tidal basin of 22 Acres.
The area proposed in exchange includes Mount Cochrane,
which would give earth for the reclamation or afford
#xcellent sites for the houses of Europeans 'employed
in the Dockyard, which is, I am informed by Commodore
Powell, an important consideration. The proposed site
of the docks and basin is sheltered from prevailing winds and free from current while the dredging would be a simple matter as the bottom is several feet of sqft mud, which could be pumped direct by a Dredger to for the reclama-
-tion
