I have the honour to propose for

your consideration and that of the Admiralty that the

premises occupied by the Naval Yard, in Victoria, and

the Extension granted by your instructions to the Naval

Authorities in your Despatch No. 188 of the 26th. July,

1899, for the purpose of constructing a graving dock be

exchanged for a much larger area in Extension of the

premises now occupied by the Naval Authorities on the

Western side of Kowloon Peninsula. The proposed site of

the Naval Dock was settled at home and the land was

granted under instructions conveyed in the above mention-

ed Despatch. But it has become evident that the site

chosen for the building of the dock is unsuitable. The

total space available for the dock and the Naval Yard

will, when the Extension is completed be 960,800 Square

Feet or 22,00 Acres. This area is situated in the only

portion of the City where Chinese houses are prohibited

by Law. It is confined on every sida by the Military

Establishment and Barracks; no further expansion is

possible, and when the dock has been completed the dir-

fiemities of obtaining workmen will be greatly increased
