what designations the Military Authorities may apply to

Military lands, it is not a matter of indifference that

a mere variation of nomenclature which does not in

substance affect the Military control over lands thus

nicely distinguished, should be accepted as a reason

why this Goverment should part with large portions of

its most valuable asset at a prics below the market rate

er en conditions which may retard the expansion of build-

ing operations in a Colony motoriously scarce in build-

ing sites and advancing by leaps and bounds in popula-

tion and prosperity, without receiving an adequate con-

sideration.
