You will notice that, in the General
Officer Commanding's letter of the 13th. September, 1900,
and in my letter of the 24th. September, 1900, in reply,
this Goverment and the Military Authorities held diver-
gent views as to the manner in which payment was to be
made by the War Department.

Paragraph 9 ef your Despatch Me.357
of the 24th. October, 1900, sems to indicate that the
Marquis of Ripon's Circular Despatch of the 80th. Decm-
ber, 1894, is to be treated as ammulled and that the War
Department is to pay in cash for Crown Lands acquired
for Military purposes of whatever nature. This view is,
I submit, supported by Section 5 of Ordinance No.1 of
1901.

In the case of land declared by the
Land Court to be private property and required for Mili-
tary purposes, I take it that the procedure provided by
the Crown Lands Resumption Ordinance No. 32 of 1900
should be followed.

I shall, therefore, be glad to have
explicit instructions on the two questions raised in
paragraphs 4 and 5 of this Despatch.
