I have the honour to revert to your

Despatch No. 186 of the 17th. August, 1899, on the sub-

ject of the land which, it was anticipated, would be

required for Military purposes, in the neighbourhood of

the Devil's Peak in the New Territory, and to tranmit

sopy of the correspondence which has passed between

this Government and the Military Authorities concerning

the acquisition of such land.

The attitude which I have as sum eð

towards the Military Authorities in the matter is declar-

ed in my letter No. 64/0 of the 31st. July, 1900, addres-

sed to the General Officer Commanding, particularly in

the last paragraph of that letter.

The principle accepted by me was

that the construction of batteries and barracks and other

works was a pressing necessity and must be proceeded with, and that payment for the land required for those

purposes vas to be made to private owners or to this Goverment by the War Department according as the land
