In reply to your letter No. 903 of the 20th. instant, requesting me to supply you with a permit authori- aing the Captain of the S.S. "Prinzess Irene" to take on board the lunatic Carl Abreas and to land him at Hamburg, I regret to say that I am not in the position to comply with your request, as it is no part of my Consular functions to give such a permit.
