With reference to your letter No. 399 of the 14th. instant, I am directed to state that the fact that the man, Carl Abrens, formerly belonged to the German "Marine Ersatz Reserve" would appear to form sufficient proof of his nationality and grounds for relief from the Imperial Consulate for Germany,

In these circumstances I am to request that the decision conveyed in your letter under reference may be re-considered.
