Victoria Gaol,

Hongkong, 8th. February, 1898,

Sir,

I have the honour to inform you that on

the 27th. of December a man named Carl Ahrens was committed to this Gaol by the Magistrate to be detained as a vagrant.

Ahrens was formerly in the employ of Messrs. P. Blackhead and Company and on the 28th. of October be was (while still in that employ) convicted of larceny and senten- ced to 42 days hard labour.

Application has been made to the German Consul to send the man back to his native country, but he refused

to recognise him as a German subject.

The books enclosed have now been found

among certain effects of Ahrens' stored at Messrs. Blackhead's Kowloon Godowns.

These books show that Abrens belonged to

the "Marine Reserve" of the German Empire.

In the face of them I think the German Consul will hardly deny that Ahrens is a German subject.

I beg, therefore, to suggest that the German Consul be asked to arrange for the man's removal to Germany or for his disposal in some other manner so that he no longer remains a charge upon the Colony.
