the German Goverment that Karl Ahrens, whỏ belanged

to the Marine Reserve of the German Empire, was most

probably a German subject, and further evidence on this

point is contained in the enclosed letters of his lawyer

who was appointed Guardian by a Prussian Court; but, in

spite of frequent representations by this Government,

the Consul for Germany has declined either to take charge

of this man or in any way to facilitate his repatriation,

and on the 22nd. ultimo the Vice-Consul refused even to

supply a permit authorizing the Captain of the 9.8.

*Prinzess Irene* to take Ahrens on board and to land him

at Hamburg.

The Colony has now been burdened for

3 years with this lunatic, and I consider it unjust that

the German Government should decline to offer any assist -

ance towards the removal of Ahrens from Hongkong,where

he has cost this Government a sum of $3,321 up to April

30th., 1901.
