I have the honour to request that steps may now

be taken to obtain the services of a qualified officer to con-

duct the work of the Land Branch.

The present arrangement under which this work

is carried on, was described by Mr.Ormsby in his minute of the

3rd. April, 1900, (C.8.0.351/00) as 'only a temporary one, until

a better can be made*.

Twelve months have elapsed since then without

any change being made in the arrangement, except that Mr.Xavier

has been replaced by Mr. Jacob as Land Surveyor.

Judging from my own experience of the past

month, I can only describe the present arrangement as very un-

satisfactory and I therefore recommend that the services of a

thoroughly trained and competent Surveyor he obtained from

England at as early a date as possible.

Unfortunately, the designation of Land Surveyor

has laready been bestowed upon Mr.Jacob and Mr. Grey and the

only way in which to describe the appointment which I recom-
