I am directed to inform you that on the 13th. ultimo, His Excellency the Governor received the following telegram from the Secretary of State for the Colonies:- "Txo cases of Revolvers shipped to Colony under your Government by Birdseye and Company by S. S. "Merionethshire, as I understand consigned to Jardine, Matheson and Company and marked F. and Company diamond. There is reason to believe that they are in- tended for Wei-hai-vel or Chefoo. Care should be taken to prevent re-exportation to either place"..
The Cases of Revolvers in question duly arrived consigned to Messrs. Jardine, Matheson and Company. They are numbered 1 and 2 to Shanghai for transhipment at that port to Wei-hai-wei.. The Cases are now being detained here.

As, bowever, Messrs. Jardine, Matheson
and Company represent that these packages are intended for the 1st. Chinese Regiment commanded by Colonel Bower, His Excellency the Governor telegraphed on the 26th. ultimo, to the Secretary of State enquiring whether under these circumstances there would be any objection to their export. The Secretary of State replied by telegram dated 28th. altimo, saying "Telegraph to Weihaiwei, and if you are quite satisfied, allow cases to be forwarded".
Accordingly on the 29th, ultimo, I had the honour to address the following telegram to you:- "Commission- er, Weihaiwei: Two calumny (cases of) Revolvers arrived serrulate (as I understand) for Colonel Bower. Is this correct? Secretary" and I am now to request that you will telegraph your reply, if you have not already done so.
