I have the honour to acknowledge the

receipt of your Despatch No. 385 of the 7th. December,

1900, in which you referred to my Despatch No. 393 of

28th. August, 1900, in paragraph 5 of which I transit-

ted a copy of the report of a Joint Committee of Civil

and Military Officers upon land questions outstanding be--

tween this Goverment and the Military Authorities.

It is to the transfer indicated in

the second paragraph of that report and to the effect

of the restrictions controlling that transfer on the

part of the Military Authorities, to which I specially

invite your attention.

3.

You are aware that the Hongkong and

Whampoa Dock Company, Limited, desire to construct a new

Dock at Hunghom to the Eastward of their present No. 1

Dock and have applied for an area which mounts to 692,640 square feet and includes the whole of Kowloon Dock Battery, which is War Department Land, a small portion of the adjoining Military Reserve, some Crown

foreshore and a considerable area now under water and

the property of the Crown.
