I have the honour to ask in the event of a Second Magistrate being appointed, His Excellency the Governor will be kind enough to forward my name as an applicant for the said Office.

2.- I was appointed as Clerk to the Puisne Judge on 1st November, 1878, and in September, 1883, Clerk to the Chief Justice. From March to October, 1890, I acted as Chief Clerk in the Colonial Secretary's Office and as Clerk of Councils from March to December, 1890. From October, 1895, to February, 1896, I was Acting Registrar and Land Officer, and on the 1st. January, 1896, I was appointed Deputy Registrar and Accountant. From 1st. June, 1900, up to the present time I have acted as Police Magis- trate.

On the 26th. January, 1900, (Hilary term)

I was called to the Bar by the Honourable Society of Lincoln's Inn.

I have also passed the Hongkong Civil —— Service Examinations in Chinese under the 2nd, or higher Standard. I annex copy of Certificate of the Sixth and final Examination. 5. I beg also to annex herewith copy of two letters I received from the Colonial Office dated the 22nd. April, 1899, and the 26th. July, 1999, respectively, in answer to an ap- plication of mine for promotion in the Hongkong Civil Service either as Registrar or Police Magistrate.
