Whilst I consider that Mr. Hazeland' s
experience and attaiments constitute him at present the
stronger candidate, it is my duty to submit to you the
preferential claim possessed by Mr. Kemp by virtue of
his being a Cadet. From what I have observed of his
work I have no doubt that he will, if appointed make an
excellent Magistrate.
