I have the honour to make an application to the Government for the appointment of another European Assistant to this Department from the first of January next.

The reasons for this application are as

The making of a Public Park at Kowloon will necessitate European supervision in its upkeep, as by 0.8.0. 120/99 the park is not only to be used for sports but is to be an ornamental ground as well. Otherwise the question of water supply need not have been mentioned. Accordingly there will be flower beds and shrubberies in suitable places, with walks and lawns in addition to the ground reserved for sports: Frees will be planted for shade so that the ground may not only be useful for grown up people but also as a place for parents to send young children.-

The experimental garden as approved by

His Excellency the Governor in C.S.0.609/1901 will also require European superintendence, in fact, without it, it would be in my opinion impossible to carry on the garden with any chance of

success.

More supervision will be required also in tree planting and in the conservation of trees as soon as all land claims are adjusted.

The duties of a new Assistant would

The supervision of the making of the New Park at Kowloon and of looking after it when made.

The making and superintendence of the Experimen- tal Garden; and in this connection I would suggest that a part of his duties should be to go round to the dit- ferent agricultural villages, and instruct the natives in the cultivation of new commercial plants, and also encourage them to take up the cultivation of such plants.
