I have the honour to acknowledge the
receipt of your Despatch No. 197 of the 22nd. June, 1900,
and of your telegrams of the 22nd. February and the 15th.
ultimo, concerning the proposals of the Lords Commission-
ers of the Admiralty in regard to the extension of the
Naval Yard in Hongkong and the cost of reinstating the
Victoria Yacht Club, as desired by their Lordships.

On receipt of your Despatch under
reference, I appointed a Committee consisting of Members
selected by the three Clubs concerned, viz.- the
Victoria Yacht Club, the Victoria Recreation Club, and
the Hongkong Boat Club with the Colonial Secretary as
Chairman, to consider the proposals of their Lordships
and to consult with the Admiralty Local Officers. I
enclose a copy of a Minute of the Acting Director of
Public Works which shows the progress made up to the
27th. ultimo in the discussion of this question.
3.
On the 29th. ultimo, a final Meeting
was held by the Committee at which Mr. Chatham presided,
