The Conduct of Mr. J. V. Gutierrez, Second Clerk
in the Colonial Secretary's
Office.

"The Council considered in the presence of
Kr. J. M. Gutierras, 2nd Clerk in the 0.3.0., a list of charges drawn up by the Acting Colonial Secretary against Mr. Gutierrez, charging him with various specific acts of neglect of duty and carelessness in his work and with incompetence to perform the duties of the past of 2nd. Clerk; and considered also Mr. Gutierrez's written statement in reply to those charges. Mr. Gutierrez was questioned by His Excellency on each charge and made statements in reply. Questions were put to Mr. Gutierrez by Mr. Chater and the Attorney-General, and to the Colonial Treasurer by the Acting
Calonial Secretary.
The Council advised that Mr. Gutierrez was either incompetent or was guilty of extreme carelessness in his work, but that in consideration of his long service he should be given another chance to improve. His Excellency warned Mr. Gutierrez that if further charges of neglect of his work ware established against him the question of his dismissal would be considered."
