any difficulty about their delivery remains to be seen. The matter however not being at the moment essential is left to ba settled as latter developments may show to be best.

The Hongkong Post Office and the Imperial Post Offices at the Ports of China respectively will do their best, as far as the law may allow and circumstances may render desirable, to prevent all mail matter, except such as is passing between thes, from being landed or shipped at either end.

Wails passing between Hongkong and Canton ∙and now necessarily through the Colonial and Imperial Post Offices from native postal agencies at one end to their agencies at the other should be packed by each in a separate saaled bag of its own and handed in to the Post Office closed and addressed. At Office of destination it will be handed to addressee. All postage must be prepaid on such bags at Post Office whence despatobad. Loose single latters posted in the boxes with stamps affixed will be sent on as convenient promptly. Their delivery at destination will be according to local arrangement. Deficient postage at double the tariff rate will be charged at destination.

The Hongkong Post Office and the Imperial Post Offices will issue aotices to the public that all Chinese mail matter both ways must be passed through their respective Offices and pay postage at the tariff rate.

Chinese letters addressed to foreign 3.4. San Francisco, Australia, ato..., with the neces~ sary, fand according to Postal Union rules) sufficient Hongkong Stamps affixed shall be received at Imperial Post Offices and transmitted to Bongkang. The ordinary Chinese local rate for transmission to Hongkong may be levied in addition. Similarly Chinese letters from Ports abroad addressed to Chinese Ports viâ Hongkong may be sent to the Imperial Post Office for distribution.
This rule is provisional and liable to modification and will not be affective after China by having been admitted to full membership of the International Postal Union shall become subject to its rules.

"Mail Matter" throughout this Memorandum means such only as pays at letter or newspaper rate and for the present does not include paroels paying at a special parcel rate, concerning which arrangements will be made later.
12.
All postage ordinarily paid in advance and all fees collected for insufficiently paid postage belongs to the receiver.
