No. 1

Inexed.

Sir,

Enclosure 1.

14200

Red X,

APR OF

General Post Office,

Hongkong, 8th. January, 1901,

471

I have the honour to submit a report from

the Superintendent of the Money Order Branch of this Department drawing attention to the insufficiency of Staff there and at the same time referring to the inadequate accommodation to meet present conditions.

I am in a position to support the state- ments made as to the inability of the Superintendent to carry out his own important and legitimate duties bacing to assist in at- tending to the very large number of applicants for Orders. The circumstances mentioned reader the appointment of a Deputy imperatice and Ir. Noosa would be, as far as I know, the only man in the Office competent to be appointed as such.

Regarding the suggestion to convert into a Money Order Office a portion of the recently handed over annexe, I have very great hesitation in view of previous correspondence in offering any remarks as to the advisability of so doing, but, if I may be allowed, I would like just to mention that with certain essential and necessary alterations, if the Government approved, it would be adopted to a Money Order Office with advan- tage to the public. I may state that I had previously thought how best to meet the wants in respect of more room and the only other way to my mind was to deprive the Postmaster-General of a portion of his present limited accommodation and to break through the wall dividing bis Office from the Money Order Office and run a counter parallel with the one now there. Owing to my being an Acting Officer I do not like to ask that this be done and be- sides the Superintendent in his report states that the Upper floor sight be weakened by breaking the wall.

I would now therefore respectfully submit

the matter for the favourable consideration of the Government.

I have etc...

(Sd.) B. Cornewall basis, Acting Postmaster-General.

The Bonourable

The Colonial Secretary.
