With reference to your Despatch

No. 404 of the 24th. December, 1900, I have the honour

to inform you that Mr. J. J. Bullin arrived in this

Colony on the 2nd. Instant, and that I have formally

appointed him to the post of Assistant Master in the

Belilios Reformatory and Industrial School, subject to

the conditions embodied in Colonial Office Letter

No. 39,124 of the 17th. of last December.

2.

I have now the honour to transmit

for your consideration the enclosed copy of a letter

holosure, March; 1901.

from the Inspector of Schools, dated the 13th. instant,

reporting that it will not be possible for Mr. Bullin,

who is a married man, to live on his salary, which (with

Exchange Compensation) amounts to $75 a month. Mr. Bal-

lin's salary at home was £100 a year with free board

and lodging; and in view of the daily increase in the

cost of food in Hongkong a salary of $900 a year cannot

be considered equivalent to the salary which he drew in

England.
