Sir,

I have the honour to transmit for

your consideration the enclosed copy of a letter from

Mr. Lewis, the Acting Postmaster-General, requesting

that a house allowance may be granted to him.

2.

While the duties of Mr. Lewis in

this Colony are probably more onerous than they were in

his position as Postmaster at St. Vincent, the salary of

$2,700 received by him is probably not equal to a salary

of £200 in the West Indies.

3.

The increase in house rent shown by

the Acting Postmaster-General is not exceptional; and inj

view of this fact, and of the rising cost of food in

Hongkong, I have the honour to recommend that Mr. Lewis

be granted a personal allowance of $40 per month. He is

a painstaking Officer,
