Literally taken, the Secretary of
State's Despatch paragraph 6 rules that Mr. Jones cannot
have the 2 months extra full pay.
But I am of opinion that the para-
graph in question was written on the assumption that on
the last occasion of leave the extra full pay was grant-
ed.
It appears to me, that Mr. Jones'
present application comes within the spirit of the
regulation seeing that he has not had the leave in
question for 14 years. It would be well, however, to put
the point to the Secretary of State and let Mr. Jones
understand that the latter may rule adversely to his
claim.
