submit that equitably as an Officer of this Court, I am

entitled to four months full pay leave, and would further

suggest that had the Secretary of State's Despatch No.406

of 28th. December, 1900, been written before I proceeded

on leave in 1895 the two months vacation leave not accorded

to me then, after 5 years residential service at the

time, since my last leave in 1889 would have been granted

to me.

It is a matter of indifference to me

whether I receive four months' full pay leave as an

ordinary officer or two months' vacation leave as an

educational officer, plus full pay for the months of

February and August, but looking at the nature of my

service last I obtained leave and the official remarks

made at the time when I did obtain it, I cannot help

but feel that I am entitled either to the one or to the

other.
