Proposals for the establishment of

Dispensaries under the charge of native practitioners

throughout the Colony have repeatedly been before the

Goverment; and the Court.are of opinion that no better

method exists for the removal of Chinese superstition

and native obstruction to modern ideas on the subject

of sanitation than the placing of Dispensaries for free

treatment in different parts of the Colony, in the out-

lying villages, and throughout the New Territory. Such

Dispensaries under the care of native doctors trained in

Western Medical Science, paid a mall salary, say $50 a

month, and, while responsible for certain duties to the

Goverment, free to practice privately among the better

classes in their neighbourhood, would greatly facilitate

the diffusion among the Chinese population of enlightened

ideas regarding many matters that in past years have re-

sulted in not a little friction.

I am directed to state that, in

consideration of a grant-in-aid such as is now asked

being made to the College by the Goverment, the Court

are prepared to bind all students to serve the Govern-

ment of this Colony, if required, during a period of

not less than three years after qualification, in any

medical or sanitary capacity, at a salary not exceeding

850 a month with private practice, or $100 a month without

private practice; and not to take any other employment

within the said period without the permission of this

Goverment
