-ring the registration of Memorial No.273571 of an assignment of

land at Ngau Tau Kok in the New Territory for causing to be made

a translation and a memorial of this assignment, which memorial

was sworn so by his son Joseph Mowlam Wong: whereas the fee

properly payable for these services was $5 for registration and

75 cents for ad valorem stamp duty.

It was also proved with regard to the fee

of $30 paid by lau Tak Kun in November, 1899, and that of $60

paid by Lei A Shang in December, 1899, that, although in these

cases the money may have been paid directly, not to Mr. Wong but

to his son, yet it was paid over in the Land Gourt and that Mr.

Wong was a party to and cognizant of the transaction.

I have further the honour to enclose a

return, drawn up by the Deputy Land Officer, of 211 Me prials

relating to land in the New Territory, which have been verified

by the oath of Joseph Mowian Wong, since the 17th, April, 1899,

It will be seen that their total number is not less than 66,

which shows that John Chun Wong improperly availed himself of

his position in the Fand Office to obtin for his son this

lucrative employment,

In view of these circumstances and especial-

ly of the great importance of maintaining a high standard of

integrity in the public

bonerally and especially on

those chiefly concerned it transacting business with the Chinese

community, I consider that the punishment inflicted on Mr. J. C.

Wong

fully deserved.'

I understand from the Attorney General that

There a Solicitor is employed to procure a translation of a

Chinese deed and the preparation and verification' of a memorial

thereof, and the registration of the memorial, the average fee

is $85 plus $5 the registration fee and the fee for the stamp. ··

This includes all professional attendances, whereas Kr. Joseph

Mowlaa
