I further propose to engage 1 boatswain
for each of the large, launches at $20 a month each.
It is necessary that there should be
such a petty officer, and r look to this addition to increase
the efficiency of the native crews.
I also propose to engage` one engineer
in each of the large launches to be Engineer in Chief at
the enchanced rate of pay of $35 a month; The engineers of
these launches are larger than in the chartered launches
and it will pay Government to have really cœpetent men
who are fitters as well as engineers to have charge of them.

ances for the European Sergeants and Constables doing duty
on the launches outside the harbour be increased from $15
to $80 and from $10 to $15 a month respectively.
The men are in responsible positions
and as I have extended there patrols to 48 hours at a time
their mes-sing will be rendered more expensive especially
in the hot weather.

By a re-arrangement of duties rendered
possible by extending the duration of patrols I have contrived
a reduction in personnel of 3 Buropean Constables and 1
coxswain, one engineer, 1 staker and 14 seamen,
