I regret that I am again compelled to
recommend a revision of the rates of pay of the crews of
the Police launches and pinnaces.

The existing rates were fixed in
Colonial Secretary's Office No 1. Confidential XI Exten-
sion of 1899 (vide my minute, and annexure thereto of 14th
June 1899);
Since then the market rates of wages
for coxswains have greatly advanced so that at the prem
sent time I am absolutely unable to obtain two coxswains
at $16 and$14 a month respectively to fill two vacancies
among my civiliss cozɛwains, who have given notice to leave
at the end of this month because the pay they get is not
as much as they can earn in private employ. Por a third
vacancy the Acting Harbour Master succeeded in getting me
1 coxswain at $16 a month but he cannot get me any more at
that figure.

The lowest rate of pay asked by candi-
date for the posts is $18 a month, and that is the new rane
which I propose for third class coxswains'.
I have consulted the Acting Harbour
Master in the matter and I append a copy of the minute he
wrote me.
Work in the Police is distasteful to
Chinese (and indeed to Suropeans as well) on account of
there being so much night work.
