of his letter of the 13th. November 1899. There is therefore no
misconception between Captain Hastings and myself. It is quite
clear to me that when Captain Hastings in his letter to the
Colonial Office went on to explain how the three Assistant
Marine Officers would be employed he was aware that one had
already been sanctioned and he then confirmed his application
for the full number by asking that one clerk for each spell of
Office duty should be granted, and pointed out that they would ↑
be made available for the duties as Assistant Marine Officers.
To make it clearer, I would explain that at present there are
5 juniors officers to each spell From 7- to 12 and from 12 to
5 and his proposal was to make the number 6 in each spell.
Therefore as only one Assistant: Marine Officers at a time would
be travelling, and the other two Assistant Marine Officers would
as a rule always be in the General Office they, would, if
granted, be used to make up the number in each spell.
