The Captain' Superintendent of Police shoulde

as Superintendent of Fire Brigade be (in my opinion)

responsible for the efficient organisation and discipline

of the Brigade and for the maintenance in an efficient

condition of the necessary appliances for dealing with

fires.

I do not think he should be required' to

take an active part in the extinguishing of fires. He

should occasionally and in his discretion attend fires

for the purpose of satisfying himself as to manner in

which the work of the Brigade is carried out and for

the purpose of studying possible improvements. I would

point out that the Captain Superintendent of Police has

never till the Fire Brigade' was amalgamated' with the

Police Department had anything to do with the

extinguishing of fires.
