8. The system which Mr.May has suggested for

this Colony, and of which I approve,has I understand been adopt-

ed with success in England, notably in the case of Liverpool.

There the majority of the firemen are policemen, and the Chief

Commissioner and Deputy Commissioner of Police are at the

head of the Fire Brigade. But they are not required to attend

at the extinction of fires. They attend occasionally at their

own discretion in plain clothes to see that discipline and

efficiency are maintained, but they assume no active control.

9. I have therefore the honour to recommend

that the Captain Superintendent of Police, while retaining the

title of Superintendent with an ultimate control over the or-

ganisation of the Fire Brigade, should be relieved of immediate

responsibility; that the Deputy Superintendent of Police

should be the responsible officer of the Brigade and should

be in direct command of it, with the title of Assistant Super-

intendent; and that a Second Assistant Superintendent should

be selected from the Inspectors of Police and given an extra

rmuneration to the extent of 360 per annum.

IO. If you approve of these proposals I have

to request your authority to temporarily appoint Inspector

Kemp as Second Assistant Superintendent. He was 12 years in

the Fire Brigade and has profited by his long experience.

With regard to the permanent appointment it is my intention

at present,en the recommendation of Mr.May, to propose the
