With reference to your despatch
No 515 of the 24th September. 1900, in which you expressed
☺ regret that you were unable, in view of the report of the
Inspector of Schoola for the year 1809, to regard the
state of education in Hongkong as altogether satisfactory,
I have the honour to transmit to you the enclosed copy of
a further report by Mr Brewin
2. The points raised in' paragraphs
5, 13 and 80 of this report,: are receiving the careful
attention of the government.
The question of the institution
of scholarships, recommended in paragraph is at present
under consideration and, as soon as a decision has been
arrived at, I shall lay the matter before you for your
approval.
