Report on Ordinauce 33 of 1900.

I have examined the accompanying Ordinance, entitled

An Ordinance to consolidate and amend the Law for the establishment and requlation of the Police Force of the Colony.

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.

The Ordinances relating to the Police, hitherto in force, made no provision for the appointment of any Assistant Superintendents, and the considerable increase in the Force rendered necessary by the taking over of the New Ter- ritory las rendered some slight amendment of the Law desirable.

Instead of adding another amending Ordinance to the two already amending Ordinance No. 14 of 1887, it has been thought preferable to repeal and incorporate them, with the amendments hereafter mentioned, in one Ordi- nance consolidating the Laws relating to the Police Force, This has accordingly been done.

The present sections 3 and 4 are new and take the place of the former sections 4 and 5 of Ordinance No. 14 of 1887. They follow the precedent of section 8 of the Straits Settlements Police Force Ordinance, No. 1 of 1874, natead of specifying a fixed establishment set forth in a schedule which necessarily requires alteration from time to time,

The first Schedule of Ordinance 14 of 1887 is therefore omitted. The other amendments are merely formal such as the substitution of the expression "Principal Civil Medical Officer" for the former title Colonial Surgeon", ite, or much as que effed to mindipecations of
