I am directed to inform you that in view of the
absence of the Postmaster General, and the fact that three
months leave has been granted to the Postmaster at Shanghai, His Excellency the Governor much regrets that he must cancel
the leave already granted to Mr Solly, Senior Clerk.
I am to request you to inform Mr Solly that though
this step is taken with great reluctance it must be remembered
that the public service is to be considered before the private
convenience of individuals, and that His Excellency proposes
to recommend Mr Solly for a very good post at Shanghai in the near future. Besides other considerations it is advisable that there should be no delay in filling the vacancy there
as soon as the Postmaster has retired.
