considered to be required. The Over-embossment system of
stamping is not so simple nor is it in appearance so finished
as Stamping direct on to the Document either by means of
}
Open Stamping or by Recording Presses and sometimes part of
the written matter of the Document is concealed by the ad-
hesive portion of the Stamp, but where direct stamping cannot
conveniently be adopted, the Over-enbossment system is in
every way efficacious.
Thes Board are not in a position to judge as to
the system of check best suited to the circumstances of the
Stamp business at Hong Kong but in order to assist those re-
sponsible there for they have directed me to enclose herowith a
short explanation of the system observed in England in relation
to the over-embossment stamping Process.

OVER EMBOSSMENT.

The system of over-embossing adhesive stamps by
means of an impressed die in use in England is as follows:-
The adhesive stamps are in the first instance
produced in a blue coloured ink from the General Duty Dies
in use at the Head Office. They are in sheets of 60
stamps each, and are perforated.
The completed adhesive stamps are despatched to
the various Provincial Offices from the Head Office by the
Controller of Stamps who is the proper distributing officer
for the purpose, and a charge is raised by him against the
Provincial Officer for the face value of all the stamps
despatched.
The Provincial Officer gives out to the Stamper
daily such a supply of the adhesive stamps of the ordinary
values as he deems will be amply sufficient for the
requirements of the district for the day, and only issues
to the Stamper stamps of the higher values as they are

required for which he obtains the cash at once.
At the
close of the day he takes the stock of stamps left in the
hands of the Stamper, and ascertains by deducting it from
the number of stamps given out in the morning how many
stamps
