liable to detention, disinfection or destruction, any
article being part of any mails conveyed under the
authority of the Postal Administration of any Govern-
ment,
or shall prejudically affect the delivery in due
course of any such mail to the post office.

15.
Where a ship is an emigrant ship or has
are passengers on board who in a filthy or otherwise
unwholesome condition, or is overcrowded with passen-
gers, emigrants or otherwise, the Health Officer way, V
if in his opinion it is desirable with a view to
checking the introduction of any infectious or con
tagious disease, and on his certifying to that effe
order such ship to proceed to the Quarantine A
age or to such place as he may direct, and may detain
under observation or surveillance the passengers and
the
crew for such period, not exceeding ten days
arrival of the ship as he may direct: and if

is also an "infected" or "suspected" vessel th measures prescribed in regulations6 (a) and 6(b) res-
pectively may also be enforced.
16. The above regulations shall not in any way
interfere with the internal management of any of Her Majesty's ships, or of Foreign ships of war, or with
their freedom to proceed to sea, whenever the officer
in command may deem such course requisite.
17.
Where any breach of any of the above regula-
tions is committed, all the persons assisting in any
way in the commission of such breach and the Master
or other person having the control of any vessel or
boat on board of which such breach has been committed,
or which has been in any way engaged in the commis-
sion of such breach shall be severally answerable
