I have laid before the Board of Agriculture
Mr Lucas's letter, No. 14034/1900, of the 18th ult., on the subject of the measures to be taken for dealing with Rinderpest in the new Territory of Hong Kong, and in reply I am to state, for the information of Mr Chamberlain, that the Board understand that the serum treatment proved to be more effective than any other in protecting cattle from infection during the recent serious outbreak of Rinderpest in South Africa, but they do not feel themselves able to express any opinion as to the adequacy of the arrangements proposed to be made for carrying the system into effect so far as the territory in question is concerned.
