I am directed by the Comptroller and Auditor General

to acknowledge the receipt of Mr Lucas's letter, No

11873/1900, of 25th ultimo, on the subject of the provision-

al appointment of Mr H.C.Nicolle, the Local Auditor of Hong

Kong, as a member of the Legislative Council of that Colony,

during the absence of the Harbour Master on leave.

2. In reply I am to acquaint you, for the information

of Mr Secretary Chamberlain, that the Comptroller and

Auditor General concurs in the view that it is not expedient

that a Local Auditor should take part in the Legislative

work of a Colony.

3. I am to add that in the next edition of the Colonial

Audit Regulations the Comptroller and Auditor General

proposes to submit, for the approval of the Secretary of

State, a new Rule bearing on this matter.
