We regret to inform you that the very important

business carried on by this Company in Hongkong is being

seriously hampered by the vexations regulations made

for the management of the business in the port of Hongkong,

and our friends call our special attention to No. 14

of the Rules and Regulations re Petroleum in Bulk issued

by the Government. This Rule reads:-

*Not more than one tank ship shall go or be

"alongside the wharf at one time, nor when a *tank ship is discharging or shipping Petroleum

*shall any other ship, junk or vessel of any

"description whatever be alongside the wharf or

"tank ship".

We have established a large business in

supplying steamers with Liquid Fuel. This fuel is of a

very high test, and is not only not inflammable, but is practically incombustible except under live heat.

We have always protested that, even as applied to Petroleum, this Regulation is most unnecessarily arbitrary

and severe,

but that as applied to Liquid Fuel it is

ridiculous, and the effect of the Rule if insisted upon,
