The proposed alteration may possibly cause a
slight excess on the sum of $10,000 fixed in 1890 for the

total annual cost of audit of the Hong Kong Accounts,
average annual expenditure on this service from 1891 to
1898, both years inclusive, has been $9,433-17, or a total
saving on the annual Votes during the period in question,
of $4,534-59, notwithstanding that the exchange compensation
which for all other Departments is charged to a special
Head, has, in the case of the Local Auditor and his clerk
been charged to the Audit Vote.
