With reference to the Comptroller and Auditor General's decision not to sanction this arrangement, I am

to state that it accords with Mr Secretary Chamberlain's ruling in the previous cases of the Local Auditors of Zululand and Lagos, as conveyed to this Department in Sir Robert Meade's letter, "Gov 21597" of 7th December 1895 and Mr Antrobus's letter, No 28408, of 24th October 1899.
