I am directed by the Postmaster General send herewith,

to be laid before Mr. Secretary Chamberlain, a copy of a

letter which has been received from the Hong Kong Post Office

respecting a proposal to increase the staff employed for

sorting the mails during the voyage of the British Mail

steamers between Singapore and Hong Kong.

Under clause 16 (2) of the Contract with the Peninsular

and Oriental Steam Navigation Company (a copy of which is

enclosed) the Company are bound to carry between Singapore

and Hong Kong one mail officer; but the Hong Kong Post Office

appears habitually to send a "stamper" in addition to the

authorized officer; and the Company appears to have raised

hitherto no objection to his conveyance.

Moreover it would

seem that the Company provides for the maintenance of these

two employés of the Hong Kong Post Office during their stay

at Singapore, which is certainly not prescribed in the

Contract.
