In submitting the foregoing I deem it
un-necessary to again recite at length the abnormal
conditions through which this colony is passing, so far
as they are affecting the cost of living, these having

redistributed as to ensure its being carried on
during a vacancy - with no more than temporary in-

hardships inseparable from a wage inadequate to meet a
forced expenditure out of all proportion to the social
circumstances of the individual. As, for instance 30
per cent of the salary necessarily expended upon the
one item of house rent alone, with provisions at well
nigh double the prices ruling so recently as 3 years
ago.
