1.

Mount Cochrane which in its present state is

useless as a building site will be cut down to a level

site without cost to the War Department, by which means

an excel lent building site free of cost will be

obtained by the War Department.

2. The site will, by the proposed alteration of

boundaries, be made into a more convenient shape, and

will be surrounded on all four sides by roads, whereas,

if the present boundaries are maintained, the site will

be of irregular shape and on the North side a contiguous

plot will be left, on which objectionable buildings

might be built.

3. An open space of grass and shrubs will be

obtained between the altered plot and the coal briquette

works.

Mount Cochrane, it is true, has hitherto been

considered generally in the scheme of Defence, but no

definite use has ever been assigned to it, and, having in

view the additional territory lately taken over, it

does not appear to me that Mount Cochrane has now any

defensive value.

I beg therefore strongly to recommend that
