I am directed by the Lords Commissioners of Her Majesty's Treasury to acknowledge the receipt of Mr Lucas' letter of the 12th instant (29508/1900),having reference to the substitution of the guarantee, given to the Hong Kong and Shanghai Bank by Her Majesty's Government in respect of a loan of £75,000 to the Viceroy of Wuchang, for other securities held by the Crown Agents for the Colonies against the Bank's Note Issue.
My Lords agree with Mr Secretary Chamberlain that it will be proper that the Governor of Hong Kong should be informed of this arrangement.
