Adverting to Mr Cox' letter of the 28th ultimo 127,776/00) I ar directed by the Lords Commissioners of Her Majesty's Treasury to observe that the object of the inquiry made by the Board of Customs is to ascertain whether Hong Kong is to be regarded as a British Possession for the purpose of the recent Proclamation prohibiting the exportation of arms, etc, from the United Kingdom to
China.
The letter under reply and its accompanying enclosures which are returned as requested, bear upon the question of the exportation of arms, etc, from Hongkong to China, and I am therefore to request that you will move the Secretary of State to favour Them with his views on the inquiry raised in the preceding paragraph of this letter
